To use the latest technology in conducting reliable census and surveys for generating the needed socio- demographic statistics that will promote sustainable development in Nigeria.
Main objective
Design and Execute a biometric census of persons resident in Nigeria that links to the Vital Registration National Database for real time on-line demographic data.
Specific objectives
Ensure total coverage of all persons in Nigeria without any duplication or omission
Produce a comprehensive data base for issuance of National identity card; Voters registration and Population register for all persons in Nigeria.
Provide Nigeria with credible, reliable socio-economic, demographic and spatial data necessary for sustainable development planning
Strategy
In line with the above objectives, the census department has developed a strategy document clearly specifying activities, timelines and budgetary provisions towards the implementation of a comprehensive biometric census, first of its kind in Nigeria in the year 2016, using the state of art direct data capture machine (DDC).
The budget for biometrics census is based on 500,000 ‘Operational Units’ to be delineated by Cartography department in conjunction with Census department.
The personnel proposed is based on 2 persons per team, 5 Operational Units to be manned by a Supervisor ,1 direct data capture machine for each Operational Unit and 1 reserve DDC machine for every Supervisory Area as a backup.
Field Procedure on Biometrics Census
Each enumeration team to have a map of defined area or operational unit of assignment.
Use a copy of the Building numbering/household listing FORM AA according to locality/town as obtained during the delineation exercise in clear defined boundaries for the area.
Identify the buildings on the ground at least 3 months prior to actual enumeration and update where necessary using building/ household listing FORM XX designed for the biometric census because of time lag between the delineation and actual census exercise.
Using the biometric data capture instrument to obtain information as contained in the template prepared containing questions on ;Personal data (socio- economic, demographics and population dynamics) housing characteristics and biometrics (which may include fingerprints, iris, facial, hand geometry etc,) from each member of the household physically present in the building according to
FORM XX.
Simultaneously transmit information to the server at State and Headquarters data base after successful enumeration of each individual. Similarly continue until all persons physically present within the Operational Unit and Census reference period are covered.

To avoid the challenges of 2006 in 2016 census, there is need for Census, Cartography, ICT and Finance departments to work together, for the success of this exercise. The issue of number of persons, number of households must be done by a census person in determining the workload per Operational Unit whilst a Cartographer draws the map with defined boundary. ICT must design a template for data entry and processing of the data set and finalising a national frame.
That the programme for the Post Enumeration Survey (PES) will be installed with the main census template in the same DDC machine, timed and pass worded to be activated after the main exercise during the PES.
The PES will run along with the planning of main census with (2013-2016) separate team to ensure the independence of the exercise. The sample of PES sites will be drawn as soon as the operational units delineation are completed.
The department is proposing two Pre-tests and a Trial census before the main census;
First Pre-test
To be conducted 1st quarter, 2013, in all the 36 States and FCT in two Operational Units
( one Urban and one Rural respectively totalling 74 operational units)
Specific Objective is to test;
adequacy of the questionnaire template and operational programs
the efficacy of the biometric direct data collection machine.

Second Pre-test
Proposed to hold early 2014 in all the 36 States and FCT five Operational Units each
(5 Urban and 5 Rural, totalling 370 operational units)
Specific Objective is to test;
adequacy of the questionnaire template and operational programs

the transmission of data to the main server in Abuja from the remotest part of the country.

Trial Census
This is the full dress rehearsal of the 2016 Population and Housing Census exercise, to be conducted in last quarter of 2015. ( 2 percent of the total operation unit ie about10,000 operational units).
