Defining Public Administration Public administration is a segment of the larger field of administration. It is simply regarded as bureaucracy, heedless to the fact that bureaucracy as a particular organizational form is not only found in the government, but also in private and third-sector organizations (Dhameja, 2003, p. 2).  Public administration is a discipline which is concerned with the organization and the formulation and implementation of public policies for the welfare of the people.
